Virginia Graeme Baker Act
Virginia Graeme Baker was a twin sister and the youngest of five daughters born to Nancy and James Baker IV, son of former Secretary of State James Baker III. Graeme, as the family called her, died as a result of her hair being caught in a drain at the bottom of a hot tub. Suction entrapment can occur when a swimmer gets pulled down by the suction of a pool or hot tub drain. If this happens, the victim can get their hair (and head), limbs, or other body parts trapped and pulled toward the drain.
The purpose of the Virginia Graeme Baker Pool and Spa Safety Act is to increase the safety of swimming pools and spas by:
Requiring the use of proper devices, such as anti-entrapment drain covers and fences/barriers,
Establishing a federal swimming pool and spa drain cover standard, and
Ensuring public pools are equipped with proper safety devices.
The act was approved by Congress on December 19, 2007. Several manufacturers have come up with anti-entrapment drain covers that will fit over most horizontally positioned drains. The new law mandates that all public pools and spas must be equipped with the proper anti-entrapment covers by December 2008.
